ISO/IEC JTC1 and SC37

In 1987, the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) formed the Joint Technical Committee 1 (JTC1) on Information Technology (IT). Its purpose is to develop and promote IT standardization, and thereby meet the global demands of businesses and users. Currently there are 17 active subcommittees (SC) of JTC1 covering a diverse range of topics including programming languages, computer graphics, telecommunications, security techniques and personal identification. Experts from industry, academia, and standards bodies work together to come to a consensus on the best approach for a given task or situation, and the output of this agreement is a published international standard. Participation and voting in JTC1 is through the national standards body of each participating country.

In June 2002, JTC1 formed Subcommittee 37 on Biometrics. Its scope is the standardization of generic biometric technologies to support interoperability and data interchange between applications. There are six Working Groups (WG) within SC37 addressing areas such as biometric APIs, biometric data formats for interchange, profiles for specific environments and applications employing biometric authentication, best practices for biometric testing and reporting, and issues relating to cross jurisdictional aspects.

Currently, there are 16 participating member countries of JTC1 SC37 and 4 countries observing. Biometric experts from Daon are active at both the subcommittee and workgroup levels within SC37, and participate through the national bodies in the U.S. (ANSI) and Ireland (NSAI). Daon's Cathy Tilton, VP of Standards and Technology, leads the US delegation for SC37 and is representing the US at the following meetings:

  • Kyoto, Japan - January 8th-14th, 2006
  • London, UK - July 2nd-11th, 2006
  • New Zealand - January 2007
  • Germany - July 2007

Daon is a member of the ANSI INCITS technical committee M1 on biometrics, which is the U.S. Technical Advisory Group (TAG) for SC37. Daon chairs the corresponding mirror-subcommittee for SC37 in Ireland. At the WG level, Daon's primary interests lie with WG2 (Biometric Technical Interfaces), WG4 (Biometric Profiles), and WG5 (Performance and Testing).
