Barclay Applauds SBCN Central Identity Management System On Innovation Award

AAAE President Chip Barclay Wednesday applauded recognition the Security Biometric Clearing Network (SBCN) and its Central Identity Management System for (CIMS) received from the National Electronic Commerce Coordinating Council (eC3) as the 2008 Excellence Award winner for innovation in protecting the privacy and integrity of citizen information.

The CIMS plays an essential role with the Registered Traveler program, including processing all enrollment records and by ensuring a chain of trust from enrollment through the issuance of the RT card. The system also serves a critical security function by immediately alerting service providers regard revoked credentials. The CIMS is capable of processing millions of enrollments from locations across the country.

"As partners in a broad team effort between government and industry to make the CIMS operational for the RT program, AAAE is gratified by the public recognition of the value and benefit of this critical information management system," Barclay said. "Developing a robust privacy and data security program was a key part of the effort with the CIMS, and the eC3 award is yet another indication that the team got it right in those areas and beyond."

The CIMS, which was developed by SBCN using Daon technology, is the world's most advanced interoperable identity management system of its kind, using both fingerprint and iris biometric data. As the organization that facilitates the standards and relationships for the U.S. Registered Traveler program, AAAE's Transportation Security Clearinghouse contracts to SBCN for operations and development of the CIMS.

"The AAAE Transportation Security Clearinghouse, Daon, and the Security Biometric Clearing Network deserve immense credit for creating a unique, world-class, technologically advanced identity management system that continues to pay huge dividends for airports and the aviation community in a number of key roles, including the Registered Traveler program," Barclay added. "The CIMS helps facilitate operational efficiency throughout the aviation system and greatly enhances security by facilitating the operation of a multi-biometric, standards-based, interoperable identity management system that supports local airport solutions."

To date, the CIMS has enrolled more than 200,000 participants in the RT program. The CIMS ensures interoperability among three qualified RT vendors at more than 20 participating airports nationwide.

The annual eC3 Excellence Awards are designed to recognize innovative e-government programs that have produced measurable results in improving government services.
